1. BC주 교통부 장관인 마이크 판워스가 매시 터널 (Massey tunnel, 프레이저 강을 가로지르는 주요 교통로) 교체 프로젝트 예산이 100퍼센트 이상 폭등하고 완공도 1년이나 밀린 거에 대해서 각종 핑계를 대고 있어.

2. 원래 2021년만 해도 NDP (신민주당, 현재 BC주 집권 여당)는 터널 완공에 41억 5천만 달러면 충분하다고 호언장담했거든.
Way back in 2021, the NDP confidently guaranteed that 4.15 billion dollars would be enough to get the tunnel finished
3. 근데 지금 와서는 85억 달러가 필요하고, 2030년에 끝날 줄 알았던 공사도 2031년 가을에나 오픈한대.
But now they say they need 8.5 billion dollars, and the construction expected to finish in 2030 won’t open until fall of 2031
4. 장관님은 이게 다 인플레이션이랑 복잡한 시장 상황 때문이라고 쉴드를 치더라고.
The minister is shielding himself by blaming everything on inflation and messy market conditions
5. 근데 어질어질한 건, 캐나다 전체 물가가 20퍼센트 오를 동안 터널 공사비는 두 배가 넘게 뛰었다는 거야.
But what really blows my mind is that while Canada's overall inflation rose by 20 percent the tunnel's construction cost more than doubled
6. 심지어 공사 규모가 커진 것도 아니래.
And it is not even like the scale of the project got any bigger
7. 본인 입으로 공사 규모는 예전이랑 “정확히 똑같다”라고 인정했거든.
He literally admitted out of his own mouth that the project scope is exactly the same
8. 물가 상승을 고려해도 10억 달러 정도만 오르는 게 정상인데, 무려 43억 5천만 달러나 추가 청구서가 날아온 거지.
Even factoring in inflation, a one-billion-dollar hike is reasonable, but we got slapped with a whopping 4.35-billion-dollar extra bill.
9. 거기다 기존 시공사까지 쳐내고 다시 입찰을 받고 있는데, 아직 아무도 입찰 안 한 상태에서 비용은 더 안 들 거라고 행복회로를 신나게 돌리고 있어.
On top of kicking out the old contractor and starting the bidding process over again, they are seriously living in dreamland thinking it won't cost any more, even though nobody has placed a bid yet.
10. 공사 기간도 원래 계획보다 무려 25퍼센트나 지연됐는데 “아주 살짝” 미뤄진 거라며 뻔뻔하게 나오는 중이야.
Even though the project is dragged out by a whopping 25 percent compared to the original plan, he is shamelessly acting like it is only slightly delayed.
11. 예전에 자유당 정부가 35억 달러 들여서 10차선 다리 짓겠다고 했을 때는 입찰도 안 해보고 가격 불렀다고 엄청 조롱했었거든.
They used to make fun of the Liberals for wanting to build a ten-lane bridge for 3.5 billion dollars laughing at them for pulling that price out of thin air without even taking bids
12. 근데 정작 본인들은 입찰 엎어버리고 백지장부터 다시 시작하면서 예산 통제는 완전 실패한 셈이지.
But they went ahead and scrapped the bidding, starting all over again from scratch, completely losing control of the budget.
13. 연방 정부도 상황 돌아가는 거 보고 손절각을 재고 있나 봐.
It seems like the federal government is reading the room and preparing to bail on this mess.
14. 원래 비용의 3분의 1을 대주기로 했는데 지원금을 딱 30억 달러로 못 박아버렸어.
They originally agreed to foot a third of the bill, but they capped their funding at exactly three billion dollars.
15. 지금 초과된 예산도 커버 못 할 금액이지.
That amount won't even cover the budget overrun we have right now
16. 한마디로 연방 정부도 주 정부의 예산 계산법을 전혀 안 믿는다는 소리야.
Long story short, even the feds don’t buy the province’s fuzzy math.
17. 유권자들이 이 엄청난 무능함을 눈치채지 못하기만 기도하는 꼴이라니까.
They are basically just praying that voters do not catch on to this epic level of incompetence
