1. 거의 7년 전에 BC주 의회에서 DRIPA(원주민 권리 선언법: 원주민들의 권리를 보장하고 존중하기 위해 만든 법)가 만장일치로 통과됐었거든.
Almost seven years ago, the BC legislature unanimously passed DRIPA.
2. 근데 지금 와서 이 분위기가 완전 박살 나고 있어.
But fast forward to right now, that whole vibe is completely falling apart.
3. 이번 10월 주총선 기간에 우파 정당인 보수당의 론 독슨 대표가 DRIPA 폐지를 1순위로 밀고 있단 말이지.
In this October provincial election, right-wing Conservative leader Ron Dobson is pushing to scrap DRIPA as his top priority.
4. 이 법 때문에 집주인이랑 투자자들, 그리고 원주민들까지 다들 혼란스러워한다는 게 이유야.
The reason is that this law has left homeowners, investors, and even First Nations totally scratching their heads.
5. 반면 집권당인 신민당(NDP)의 데이비드 이비 수상은 원주민들이랑 법 개정을 논의 중이긴 한데, 정확히 뭘 어떻게 바꿀지는 입 꾹 닫고 시전 중이야.
Meanwhile, NDP Premier David Eby is in talks with First Nations to tweak the law, but he is staying totally tight-lipped about what will actually change.
6. 웃긴 건 보수당도 도대체 뭐가 그렇게 혼란스러운지, 법을 폐지하면 그 빈자리를 뭘로 채울지 속 시원하게 말을 안 해주고 있어.
The funny thing is, the Conservatives aren't giving any straight answers about what's so confusing or what will fill the void if they scrap the law.
7. 원주민 권리법 없이 경제 프로젝트를 어떻게 굴릴 건지 뇌피셜만 가득한 상황이랄까.
It’s basically pure guesswork on how they’re gonna pull off economic projects without the Indigenous rights act
8. 근데 보수당 주장과는 다르게, 법이 생긴 이후로도 탈탄 원주민(Tahltan First Nation: 캐나다 BC주 북서부에 거주하는 원주민 그룹)이 수조 원대 광산 개발 프로젝트에 쿨하게 동의하면서 일자리 뿜뿜 만들어낸 사례들도 있어.
But contrary to what Conservatives claim, the Tahltan have actually signed off on multi-billion-dollar mining projects and churned out tons of jobs even after the law kicked in.
9. 원주민 단체들은 오히려 이 법 덕분에 불확실성이 사라졌다고 실드 치는 중이야.
Indigenous groups are actually defending the law, saying it cleared up the uncertainty.
10. 만약 법을 진짜 폐지하면 예전처럼 치고박고 싸우고 소송전 가면서 역주행할 거라고 경고하고 있지.
They’re warning that actually scrapping the law would drag us right back into endless fighting and lawsuits.
11. 작년에 법원이 DRIPA가 그냥 좋은 말 대잔치가 아니라 “법적 구속력이 있다”고 판결 때리면서 분위기가 더 쎄해졌어.
Things got way more tense last year when the court ruled that DRIPA wasn't just empty lip service, but was actually legally binding.
12. 전문가들은 법 폐지 자체는 가능하겠지만, 그렇다고 원주민 관련 이슈가 마법처럼 뿅 사라지는 건 아니니까 정치인들이 제대로 된 플랜을 가져와야 한다고 팩폭을 날리고 있어.
Experts are dropping major truth bombs: scrapping the law is totally doable, but Indigenous issues won’t magically vanish, so politicians really need to bring a solid game plan to the table.
13. 일단 이 문제는 캐나다 대법원까지 가서 치열하게 한 판 붙을 예정이야.
For now, this whole issue is headed all the way to Canada’s Supreme Court for an absolutely fierce showdown.
